Projects that get help under this law must not treat people unfairly because of race, color, national origin, sex, age, or political views. They also must not discriminate against someone with a disability if that person is a "qualified individual with a disability" (see 42 U.S.C. 12111(8)). Staff paid with these funds cannot be treated differently for their religion, except this religion rule does not apply to staff who worked for the organization on the day the grant was awarded. Help given under this part counts as federal financial assistance for civil rights laws like Title VI, Title IX, Section 504, and the Age Discrimination Act, and it is treated as federal support for education programs under the Education Amendments of 1972. The Chief Executive Officer must make rules to enforce these rules, including a power to suspend funding for up to 30 days in an emergency until notice and a chance to be heard are provided.
