By March 1, 2002, a nonprofit that agrees to work with the Corporation must estimate how many people were killed in the September 11, 2001 attacks and make a list giving each victim’s name and the State where they lived. The nonprofit may pick about that many community-based service projects to be named under this program. administrative organization — a nonprofit private group that signs an agreement with the Corporation to carry out these tasks. Projects must promote unity and better community life, must be planned or start within a reasonable time after January 10, 2002, and can be run by local governments, businesses, nonprofits (including religious groups), Indian tribes, or colleges. The nonprofit must also create and keep websites and databases describing and honoring the named projects, and must get permission from an appropriate family member and from the project’s operator before using a victim’s name.
