Defines key words used in this part of the law. It gives one-line meanings for many terms people will see in the rules that follow. The term "unit of general local government" means a city, town, township, county, parish, village, similar local governments, certain Pacific island nations or their subdivisions, approved consortia of such governments, and agencies set up by law and named by the chief executive to act for the area. "State" means any U.S. State, the District of Columbia, the Commonwealth of Puerto Rico, or an agency set up by law and named by the State’s chief executive to act for the State. "Jurisdiction" means either a State or a unit of general local government. "Participating jurisdiction" means a State or unit that has been officially designated under section 12746. "Nonprofit organization" means a private nonprofit set up under state or local law that does not give profits to members, meets financial accountability rules that the Secretary accepts, and does significant work on affordable housing. "Community housing development organization" means a nonprofit like that which focuses on affordable housing, is accountable to low-income residents (including board representation), can carry out the work, and has a record of serving the local community. "Government-sponsored mortgage finance corporations" are the Federal National Mortgage Association, the Federal Home Loan Mortgage Corporation, and the Federal Agricultural Mortgage Corporation. "Housing" includes manufactured homes, manufactured home lots, and elder cottage housing units that are small, removable, energy-efficient, barrier-free, and meant to be placed next to 1- to 4-family homes. "Very low-income families" are those with incomes at or below 50 percent of the area's median (with size adjustments), subject to the Secretary’s ability to set different ceilings for local conditions. "Low-income families" are those at or below 80 percent of the area's median (with size adjustments), also subject to the Secretary’s adjustment authority. "Families," "security," "public housing agency," "metropolitan city," and "urban county" have the same meanings as in the sections cited (section 1437a, section 77b of title 15, section 1437a(b), section 5302(a)(4), and section 5302(a)(6), respectively). "Displaced homemaker" means an adult who has not worked full-time for years because they mainly cared for home and family without pay and who is now unemployed or underemployed and struggling to find or improve work. "First-time homebuyer" means an individual and spouse who have not owned a home during the 3-year period before buying a home with help under subchapter II, with exceptions for displaced homemakers, single parents, and people whose prior homes were not permanently affixed or could not be brought up to code for less than the cost of building a permanent home. "Single parent" means an unmarried or legally separated person who has custody or joint custody of one or more minor children, or who is pregnant. "Secretary" means the Secretary of Housing and Urban Development. "Substantial rehabilitation" means work on a residential unit that costs more than $25,000 on average per unit. "Certification" means a written statement backed by evidence that is kept for inspection and treated as accurate unless the Secretary finds otherwise after review. To "demonstrate to the Secretary" means to submit a written statement with supporting evidence that the Secretary decides supports the claim. "Insular area" means Guam, the Northern Mariana Islands, the Virgin Islands, and American Samoa. "Energy efficient mortgage" means a mortgage that gives financial incentives to buy energy-efficient homes or to include the cost of energy-efficiency improvements in the mortgage.
