Gives simple meanings for words used in this part. An "applicant" is a private nonprofit, a cooperative, or a public agency working with a private nonprofit. "Displaced homemaker" and "first-time homebuyer" are defined in section 12704 of this title. An "eligible family" has income at or below 80 percent of the area median (adjusted for family size) and is a first-time homebuyer. An "eligible property" is a single-family place of up to four units owned or held by certain federal or state entities (for example HUD, Veterans Affairs, Agriculture, Defense, Transportation, the Resolution Trust Corporation, the FDIC), or by public housing or Indian housing authorities, but not public or Indian housing covered by the 1937 Act. A "homeownership program" is a program under this part. "Indian housing authority," "low-income family," and "public housing agency" use the meanings from the 1937 Act. A "recipient" is an approved applicant (or another entity named in the approved application) that will get the grant and take on the duties. The "Secretary" means the Secretary of Housing and Urban Development. A "single parent" is unmarried or legally separated and has at least one minor child in their custody or is pregnant.
