The Administrator must create a Source Reduction Clearinghouse with a computer database that collects management, technical, and operational methods for source reduction. It must act as a hub for sharing source-reduction technology, run active state outreach and education to encourage use of those methods, and gather reports from states that get grants under section 13104 about how their programs are working. The Administrator must make the collected information and related analysis available to the public, and the database must allow anyone to enter and retrieve information.
