The Secretary must create a standard reporting system for each kind of health provider that can get payments under this law, like hospitals, nursing homes, home health agencies, and HMOs. Each provider must report overall costs and service volume, costs and volumes by function, payment rates by patient type and buyer type, capital assets and financing (like capital funds, debt, leases, land, buildings, and equipment), and discharge and billing information. The Secretary must watch how these systems work, help test and evaluate them, encourage States to use them, update them to make them better and cheaper, and give the collected data in a useful form to the right federal and State health planning agencies.
