A chapter rule can be enforced even if it appears in a section that requires or lists a State plan’s contents. This does not change when private parties may sue, except to undo any grounds used in Suter v. Artist M., 112 S. Ct. 1360 (1992) that earlier cases did not apply; Suter’s holding that section 671(a)(15) is not enforceable by a private suit remains.
