The Federal Energy Regulatory Commission can let natural-gas companies and electric utilities collect costs in advance for certain research and demonstration projects. For gas, this covers projects by the Gas Research Institute on using natural gas (including fuels made from it) for transportation and for pollution or emissions control. For electricity, it covers Electric Power Research Institute work on electric motor vehicles. The Commission can approve advance cost recovery only if it finds the benefits, including environmental benefits, to current and future ratepayers are greater than all direct costs. Whenever possible, each project must get part of its funding from other sources like cash, staff, services, equipment, or similar contributions.
