The Secretary must write rules within one year after October 24, 1992 to guide state programs that speed up the use of alternative fuels and vehicles. After those rules take effect, the Secretary must ask each Governor to send a state plan within one year. Each plan must aim to put many alternative fueled vehicles into use by the year 2000 and must explain what will be done and how much it will cost. Plans must look at 11 kinds of steps, including tax breaks, adding such vehicles to state fleets, special parking, public education, fuel sales rules, making fuels and electric charging available, letting utilities recover extra costs for buying or converting vehicles or installing fueling sites, other incentives, needed changes to state laws, transit services, and effects on programs under the Intermodal Surface Transportation Efficiency Act of 1991. If a Governor requests help, the Secretary may give information, technical help, model laws, and grants for carrying out plans or buying alternative fueled vehicles. In approving plans and deciding grant amounts, the Secretary must consider life-cycle energy and environmental impacts, how many vehicles are likely by 2000, and other relevant factors. The Secretary will help states buy vehicles, must consult other federal agencies, and must report each year to the President, Congress, and participating Governors with vehicle estimates, state participation, program descriptions, estimated benefits, and any recommendations. States must pay at least 20 percent of costs for activities receiving federal help. "Governor" means the state's chief executive. "State" includes the 50 states, DC, Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, the Northern Mariana Islands, and other U.S. territories or possessions. Congress authorized $10,000,000 for each of the five fiscal years beginning after October 24, 1992.
