The Secretary must, within 3 years after October 24, 1992 and then from time to time, review the earlier set goals (including the percentage targets and dates) against the broader program goals. The Secretary must publish the results in the Federal Register and let the public comment. If the review and other information show the goals or dates cannot be met, the Secretary, after consulting other federal agencies, must make new achievable goals by formal rulemaking and can change target dates. If following the goals would cause a serious but fixable problem meeting program aims, the Secretary must issue extra rules to fix it. The Secretary cannot force makers to produce specific types, models, or marketing or pricing plans for vehicles, or force marketing, pricing, production, or delivery of alternative fuels.
