Defines key words used in this part of the law. Antitrust laws — the laws listed in section 12 of Title 15. Associated equipment — gear needed to recharge or refuel batteries for electric vehicles, and for hybrids also non-petroleum gear used only to demonstrate the vehicles. Discount payment — the amount set under section 13283. Electric motor vehicle — a vehicle mainly powered by an electric motor that gets current from rechargeable batteries, fuel cells, solar arrays, or other electric sources; may include hybrids. Electric-hybrid vehicle — a vehicle mainly powered by an electric motor that also uses a non-electric power source. Eligible metropolitan area — a Metropolitan Area (per OMB under section 3504 of Title 44) with a 1980 population of 250,000 or more, designated by a proposer and the Secretary; the Secretary may instead designate an area with a 1990 population of 50,000 or more. Infrastructure and support systems — the services, facilities, electricity delivery, rules on investment, consumer education, safety and health steps, and battery supply/replacement/recycling/disposal needed to support electric vehicles and equipment. Motor vehicle — as defined in section 7550(2). Non-Federal person — an entity not in the Federal Government that is either formed under U.S. or State law or is a state or local government unit. Proposer — a non-Federal person who files a demonstration project proposal. Price differential — for purchases, the difference between the maker’s suggested retail prices of an electric vehicle and a comparable conventional vehicle; for leases, the difference in monthly lease payments over the lease term. User — a person or entity that buys or leases an electric motor vehicle.
