Secretary must treat a United States conventional coal technology as a "clean coal technology" for sections 13361 and 13362 if a true clean-coal option is not practical and the U.S. technology would be a big improvement in efficiency, cost, and environmental performance for a developing country or a country moving from a nonmarket to a market economy that has significant coal resources. For combustion systems, only a retrofit, repowering, or replacement of the conventional system counts. The Secretary must give top priority to the most environmentally sound and energy-efficient technologies.
