Creates the Spark M. Matsunaga Renewable Energy and Ocean Technology Center at Keahole Point, Hawaii and names the existing facilities there the Center. It honors Senator Matsunaga’s work on renewable energy. The Secretary may, not later than 180 days after October 24, 1992, enter an agreement with a qualified research institution to run the Center. A qualified research institution must be located in Hawaii and be the State’s lead organization for renewable energy and ocean technologies. The Center may do research, development, education, and share new technologies on renewable energy; energy storage including making hydrogen from renewable sources; materials for energy and marine use; other ocean and environmental research (for example sea ranching and climate change); and other work the Secretary directs. To get federal funding, the Center must match each dollar from the Secretary with non‑federal money or in‑kind support. Congress may provide whatever sums are needed from amounts authorized under section 13471(c).
