Run a 5‑year program to develop cost‑effective renewable electricity for grid and nongrid use, with field demos to prove technical and economic feasibility and meet legal goals. Within 180 days of October 24, 1992, send Congress a 5‑year plan, consulting industry, universities, federal agencies (including national labs), societies. Authorized: $208,975,000 (FY1993) and $275,000,000 (FY1994) for solar (except some activities), geothermal, electric, and energy storage.
