Run a 5-year program to give technical and money help so advanced light water reactor designs can be finished and sent in for certification by the Commission by the end of fiscal year 1996. The program funds first-of-a-kind engineering work for standardized commercial nuclear powerplant designs that were in the Department of Energy’s certification program on October 24, 1992. To get help, a group must prove it is a real nuclear industry participant; must have the money and plan to finish design, build, and operate the plant in the United States; must have a design already planned for Commission certification; and must raise at least 50% of the project money from non-Federal sources, with much of that from utilities. For each selected design the Secretary must write a program plan with goals, milestones, and deliverables. The Secretary must set and report a Federal cost ceiling to Congress before any agreement. No group may receive help for more than 4 years. Total Federal funding for these projects may not exceed $100,000,000 for fiscal years 1993 through 1997.
