The federal housing agency can give grants to owners of certain federally assisted housing projects (those named in 42 U.S.C. 13641(2)(B)–(G)). The money must pay for hiring or keeping one or more service coordinators (under section 13631) to arrange services for residents who are elderly families or disabled families as defined in section 13641. A coordinator paid with a grant may also help low-income elderly or disabled people who live near the project. The agency will set the application form and the rules for choosing who gets grants. If a listed project does not get a grant, the cost of hiring service coordinators and up to 15 percent of the cost of providing services can be counted as an allowable project expense, but only if the project’s rent and other income are available to pay those costs.
