To get the grant, a State must send an application that does five things. It must name one State agency (which can include several departments) to run the work. It must explain how planning will include key services like education, jobs, rehabilitation, welfare, health, legal services, and community or institutional care for mental retardation. It must give spending plans that show it will meet the program goals. It must promise to provide a final report and any other reports the Secretary requires, keep records for review, and use proper financial controls.
