Combines federal social-service aid into a single grant for States, gives States more flexibility, and asks each State, when possible, to provide services aimed at five goals: (1) help people earn and keep enough income so they do not become dependent; (2) help people become or stay self-sufficient; (3) prevent or fix neglect, abuse, or exploitation of children and adults who cannot protect themselves and help keep or reunite families; (4) reduce unnecessary institutional care by offering community or home-based and other less intense care; (5) arrange institutional care when needed and provide services to people in institutions.
