Participating jurisdictions must keep the records the Secretary requires to show money received, how it was spent, that the rules were followed, and how the program performed. Each must send one annual report to the Secretary, as the Secretary requires, showing fund use, any other information requested, and an analysis of how the assisted activities affected program goals. The Secretary and the Comptroller General, or their authorized representatives, may audit any books or records related to the program. Not later than 60 days after the conclusion of the second year, the Secretary must report to Congress on program status and each jurisdiction’s progress.
