The Secretary must hire or make agreements with experienced public or private groups, including colleges, to give technical help and advice to build, grow, or improve a statewide family support system for families of children with disabilities. Those groups must help the State’s lead agency, family members, providers, organizations, and policymakers in States that get a grant under this subchapter, and they may help States without a grant. They must also send regular reports to the Secretary about federal rules that help or block family support services and give recommendations on service delivery, program coordination, and how to put the policies listed in section 15091 into other federal laws outside this subchapter.
