The Secretary of Defense or someone he chooses may run housing bought under this law and put military and civilian employees and their families into those units. Money from housing allowances, allotments, and rent paid by civilian workers can be used by the military service to pay the mortgage company's principal, interest, and similar debts, but not the costs to run or maintain the housing. Payments must average no more than $90 per month per unit, and all payments together may not exceed $21,000,000 per month; for the Coast Guard the limit is $90,000 per month.
