No U.S. officer or agency may sign or change any contract that would make the United States or any part of it responsible for paying for damages from nuclear accidents that happen while designing, building, or operating a nuclear production or use facility in any country the Secretary of State has named as a state sponsor of terrorism, including any country so identified as of September 11, 2001. The ban does not apply to missions ordered by the Secretary, the Secretary of Defense, or the Secretary of State that are needed to safely secure, store, move, or remove nuclear materials for safety or nonproliferation. Words used here have the same meanings as in section 2014 of this title.
