The Secretary must run research, development, demonstration, and commercial programs to make energy use more efficient. The programs must aim to make cars, buildings, and factories use less energy; lower U.S. demand for energy (especially foreign energy); cut energy costs and boost competitiveness; improve U.S. energy security; and reduce environmental harm. Research areas include advanced vehicle technologies (for example hybrid, electric, plug‑in hybrids, better engines, lighter designs, and improved drivetrains), whole‑building efficiency and onsite renewable energy for new and retrofit construction, cleaner and more efficient industrial processes, better controls for electric motors, and more efficient appliances and building systems for cold climates including combined heat and power and more use of renewables. Funding is authorized at $783,000,000 for fiscal year 2007, $865,000,000 for fiscal year 2008, and $952,000,000 for fiscal year 2009. From those amounts, $50,000,000 per year (2007–2009) is for activities under section 16192, $7,000,000 per year (2007–2009) is for section 16195, vehicle technology work gets $200,000,000 in 2007, $270,000,000 in 2008, and $310,000,000 in 2009, and $2,000,000 is authorized for motor control work in 2007 and 2008. Also $50,000,000 per year is authorized for section 16192 for fiscal years 2010 through 2013. None of these funds may be used to issue or carry out energy efficiency regulations, to fund the weatherization program under part A of title IV of the Energy Conservation and Production Act, to fund State energy conservation plans under part D of title III of the Energy Policy and Conservation Act, or to carry out Federal energy management measures under part 3 of title V of the National Energy Conservation Policy Act.
