The Secretary must set up one or more advisory boards to review the Department’s research, development, demonstration, and commercial application programs in energy efficiency, renewable energy, nuclear energy, and fossil energy. The Secretary can use an existing board or work with the National Academy of Sciences to create one. The Office of Science must keep using its current scientific advisory committees to oversee its R&D programs. Each advisory board must have experts from different backgrounds. Boards must meet at least twice a year to review progress and the measurable cost and performance goals. The Secretary must also arrange with the National Academy of Sciences to do full reviews every 5 years (or sooner if needed) and send the review results to Congress.
