Title 42 › Chapter 149— NATIONAL ENERGY POLICY AND PROGRAMS › Subchapter IX— RESEARCH AND DEVELOPMENT › Part J— Carbon Dioxide Transportation Infrastructure Finance and Innovation › § 16374
Allows the Secretary to give grants that pay part of the extra cost when a project builds carbon dioxide transport infrastructure bigger than what initial users need now. The grant covers the difference between building for the higher future flow and building for the smaller, initially required flow. To get a grant, an applicant must be eligible for CIFIA credit help, be carrying out or proposing a large, common-carrier CO2 transport project with likely future demand, and file an application as the Secretary requires. The grant can only pay for extra capacity the sponsor shows will likely be used during the 20-year period after the project is largely finished, and it cannot exceed 80 percent of that extra capacity cost.
