Set up one uniform system to handle servicing of the Federal credit instruments provided under the CIFIA program. If an appropriations Act for a fiscal year does not provide enough money to pay expert firms and the government’s servicing costs, the Secretary can collect fees on or after the date of the financial close to cover those costs. The Secretary may hire a financial firm to help; that firm will act as the Secretary’s agent and receive a servicing fee approved by the Secretary. The Secretary can also retain expert firms, including lawyers in municipal and project finance, to help with underwriting and servicing. The Secretary must use procedures that reduce the time and cost of approving and issuing CIFIA credit assistance.
