Create a competitive grant program for institutions of higher education to research renewable energy technologies across regions. Grants may not exceed $2,000,000 each, and up to $25,000,000 is authorized. Priority goes to institutions with renewable-energy research; those in low‑income or non‑urbanized areas; joint ventures with an Indian tribe; or those near dying trees usable for woody biomass. Definitions: "Indian tribe"—sec. 15823(c); "renewable energy"—sec. 16181; "urbanized area"—U.S. Bureau of the Census.
