The Secretary of Labor must run the programs in this subchapter. The Secretary can make rules, hire insurance companies to use their service offices, and work with other federal, state, local, and territorial governments (including the District of Columbia, Hawaii, Alaska, Puerto Rico, and the Virgin Islands) as well as public or private groups inside or outside the United States. The Secretary can pay for services and delegate duties to other officers or agencies. The Secretary can also waive the time limits in subchapter I of chapter 81 of title 5 for giving notice of injury or filing claims under this subchapter when circumstances beyond the injured person’s or beneficiary’s control made it impossible to meet those deadlines.
