It says who can take part in the Energy Efficiency and Conservation Block Grant Program and explains the main terms used. An "eligible entity" is a State, an eligible unit of local government, or an Indian tribe. An "eligible unit of local government" includes two kinds called alternative 1 and alternative 2. "Eligible unit of local government‑alternative 1" means a city with at least 35,000 people or one of the 10 largest cities in the State, or a county with at least 200,000 people or one of the 10 largest counties in the State. "Eligible unit of local government‑alternative 2" means a city with at least 50,000 people or a county with at least 200,000 people. "Indian tribe" has the meaning given in section 5304 of title 25. "Program" means the Energy Efficiency and Conservation Block Grant Program under section 17152(a). "State" means a State, the District of Columbia, Puerto Rico, and any other U.S. territory or possession.
