Gives the Secretary $2,000,000,000 each year for making grants in fiscal years 2008 through 2012. It also provides money to run the program: $20,000,000 for each of fiscal years 2008 and 2009, $25,000,000 for each of fiscal years 2010 and 2011, and $30,000,000 for fiscal year 2012. Those funds must add to, not replace, other federal money for a State energy conservation plan (part D of title III of the Energy Policy and Conservation Act, 42 U.S.C. 6321 et seq.) and for the Weatherization Assistance Program for Low-Income Persons (part A of title IV of the Energy Conservation and Production Act, 42 U.S.C. 6861 et seq.).
