Requires NASA to aim for a permanent human presence beyond low‑Earth orbit, working with other countries, universities, and private companies when useful. It must carry out crewed missions that move toward that goal and develop the ability to place people and habitats on other worlds and support a thriving space economy in the 21st Century. U.S. objectives are to keep long-term human activity in low‑Earth orbit (continue the ISS, use the U.S. segment as a National Laboratory, and grow commercial access); test whether people can live in space with less help from Earth and study how space resources could meet big needs or threats and support space businesses; use human exploration to advance science, national and economic security, and inspire students; build on ISS partnerships and experience; and prioritize technologies to reach Mars and beyond following the step-by-step approach in section 70504 of title 51.
