A "State" includes any State and the Commonwealth of Puerto Rico. If one State asks to be repaid for money it spent helping another State fight or manage a wildfire, the Secretary can accept the repayment from the helped State and must give that money to the State that spent it. Both States must have a mutual-help agreement with the Forest Service or another federal agency. The Secretary can set any rules needed to make this work. Any repayments the Secretary accepted before February 7, 2014, that would fit these rules are treated as allowed.
