Title 42 › Chapter 16— NATIONAL SCIENCE FOUNDATION › § 1862h
Expands the National Science Foundation’s role in improving science, technology, engineering, and math (STEM) education and training, with a focus on associate-degree programs. Congress says the United States faces strong foreign competition and needs a better-prepared workforce. Better STEM training, especially at two-year colleges, will help raise productivity and meet shortages of technical workers. Partnerships between community colleges and private industry are important. Aims to improve STEM education at associate-degree colleges; upgrade secondary and postsecondary STEM courses; make clearer transfer plans between 2-year and 4-year schools so students have better college options; and increase outreach to secondary schools to improve STEM teaching.
