Not later than 1 year after November 15, 2021, the Administrator must set up a system to coordinate and align, as much as possible and while keeping data accurate and reliable, the Administrator’s data collection with the Environmental Protection Agency, other federal agencies, and state or regional energy credit registries, as the Administrator decides is appropriate. The system must match the subchapter’s data — including the electricity generation operating data collected under section 18772(a) — with data from those entities, including EPA measurements of greenhouse gases and other pollutants. It must also coordinate the Administrator’s work to identify and report energy-use impacts, opportunities, and patterns, including the community-level economic and environmental impacts required under section 18773(b)(1)(C), with EPA and other federal agencies the Administrator selects.
