The Director must keep supporting work that protects and improves physical and digital biological research collections, makes them easier to use for research and teaching, builds curation and management skills, and moves important collections to museums or universities. Working with other federal research agencies when needed, the Director must require grant proposals that collect or create specimens to include, in the data management plan under section 19053, how specimens and data will be deposited and maintained in an established collection. The Director will also award competitive grants to colleges and nonprofits to help communities share data, train staff, evaluate efforts, develop business models, and create an Action Center for Biological Collections.
