Title 42 › CHAPTER 163 — RESEARCH AND DEVELOPMENT, COMPETITION, AND INNOVATION › SUBCHAPTER III — NATIONAL SCIENCE FOUNDATION FOR THE FUTURE › Part G — Directorate for Technology, Innovation, and Partnerships › § 19108
The Director must use Directorate funds to give awards to eligible groups to plan, set up, and run Regional Innovation Engines. These Engines must push team-based, use-driven research and technology work in key tech areas, help solve regional, national, societal, or geostrategic problems, bring together partners from industry, nonprofits, and civil society, and grow local science, innovation, entrepreneurship, and STEM education capacity. Eligible applicants are colleges, nonprofits, private companies, or consortia. Proposals must partner with at least one of: a historically Black college or university; a Tribal College or University; a minority-serving institution; an EPSCoR institution; an emerging research institution; or a community college. They may also include other partners like industry (including startups), economic development groups, National or Federal labs, labor groups, allied-country entities, certain binational research funds (not tied to foreign entities of concern), or Army Corps Engineer Research labs. Award money may be used for applied research and tech development, helping move inventions toward market, running or giving access to testbeds and equipment (including fabrication and cyberinfrastructure), graduate traineeships for masters or PhD students with government or industry experiences, regional outreach to broaden participation, and costs for equipment, patenting/licensing, operations, and staff as the Director allows. The Director will pick winners through competitive merit review by diverse experts, weighing scientific quality plus the plan’s ability to build jobs and innovation ecosystems, partner widely, include underrepresented groups, prevent misuse of research and technology, and expand geographic reach (with special consideration for rural-serving colleges). Awards run for 5 years and may be renewed for additional 5-year periods after review. Collaboration with regional technology hubs and other federal agencies is allowed.
