The NSF Director, with agency heads, will create and update rules so federal research agencies collect the same yearly, record-level data on all merit-reviewed research and development award applications. The data must cover demographics, field, award and institution type, review rating, requested budget, funding outcome, and awarded budget. Within two years of those rules, and every year after, agencies must send the records to the National Center for Science and Engineering Statistics; first submissions should include the prior five years if available. NSF will publish summary statistics broken down by race, ethnicity, sex, socioeconomic measures, location, and years since doctorate.
