Federal research agencies must regularly check and update their rules and practices to break down cultural and institutional barriers that keep people from groups historically underrepresented in STEM from being hired, staying, and succeeding in research careers. They must also work to make sure federal research applications are reviewed fairly. To meet this, agencies must review who serves on peer-review panels and try to include more underrepresented people, study the data collected under section 19152 (including funding rates by group), gather and share effective practices, and put into place policies and practices that are backed by evidence.
