Within 180 days after August 9, 2022, the Director of the National Science Foundation must hire the National Academies to study the quantum information science workforce and give recommendations. The study must describe who counts as a qualified quantum worker and how big and varied the workforce is now and may be in the future. It must identify short- and long-term workforce needs for government, colleges, and industry, including the kinds of cross-discipline degrees and courses needed to prepare students, keep the United States competitive and secure, and help build quantum applications. The study must also review education and training at all levels and find gaps, including K–12 access to basic quantum ideas and hands-on learning, teacher training and materials, career-retraining options like certificates and internships, and higher-education curricula and lab experiences. The National Academies must send a report with the study results to Congress and the Director not later than two years after August 9, 2022. Not later than one year after August 9, 2022, the Director must fund a Next Generation Quantum Leaders Pilot Program. Grants will go to colleges, nonprofits, or groups of them to teach students and train teachers in basic quantum ideas. The program must work with school districts, state education agencies, and the Q–12 Education Partnership and require partners with elementary, middle, or high schools. Awards should support age-appropriate curricula, hands-on informal learning, student career exploration, teacher pre-service and in-service training, and other related activities. The Director must try to reach diverse places and students. The Program will be run with advice from the QIS Workforce Working Group and the Advancing Informal STEM Learning Program. The Director must report to Congress within four years after August 9, 2022 on how well the Program worked and, if it works, a plan to expand it. There is authorization of $8,000,000 for each of fiscal years 2023 through 2026. The Program ends four years after August 9, 2022. Defined terms: Director = Director of the National Science Foundation; appropriate committees of Congress = meaning in section 8801 of title 15; Q2Work Program = the Q2Work Program supported by the Foundation.
