§1962b–3 Duties of Commissions

Summary

Each river basin commission must do the studies and work needed to carry out the law’s goals for water and related land use. It must send a report about its work at least once a year to the Council and to each participating State Governor. That report must go to the President to be sent on to Congress, and then copies go to other federal, state, interstate, or international agency leaders as the President or Governors direct. The commission must also prepare a full, coordinated plan for water and related land resources for its river area and send that plan to the Council so the President can forward it to Congress and the States. Before sending the plan to the Council, the commission must give the draft to the head of each relevant federal department or agency, each participating Governor, any interstate agency that appointed a commission member, and the U.S. part of any international commission if the plan affects boundary waters. Those recipients have ninety days to send comments. The commission may change the plan after considering those comments, and it must include the comments when it sends the plan to the Council. When sending the plan, the commission must also include recommendations for continuing its work, carrying out the plan, and keeping the plan up to date.
