§1962b–3 Duties of Commissions

Summary

Each river basin commission must study and work on water and related land resources in its area to carry out the law’s goals. It must also send a report about its work at least once a year to the Council and to the Governor of every State that takes part. Those reports go to the President to be sent to Congress, and then copies may be sent to federal, state, interstate, or international agencies as the President or the Governors direct. When the commission makes a major plan, part of a plan, or a revision for water and land resources, it must send that draft to the Council so the Council can pass it to the President, Congress, and the Governors and legislatures of the participating States. Before that, the commission must give the plan to each federal department or agency, each Governor, each interstate agency that appointed a commission member, and the U.S. side of any relevant international commission if the plan affects boundary waters. Those recipients have 90 days to send their views. The commission may change the plan after considering those comments, and it must send the comments to the Council with the plan. At the same time it submits a plan, the commission must also send recommendations on how the commission should continue, how to carry out the plan, and how to keep it up to date.
