Title 42 › Chapter 20A— CIVIL RIGHTS COMMISSION › § 1975b
Creates a full-time staff director who must run the Commission’s administration and who the President appoints with a majority of the Commission’s approval. The Commission may hire other staff under civil service rules and buy outside services under section 3109 of title 5, but pay for individuals cannot exceed the daily equivalent of the top GS–15 rate under section 5332 of title 5. Members not employed by the federal government get pay equal to Level IV of the Executive Schedule under section 5315 of title 5, prorated by the days they work. Members who are federal employees get no extra pay but do get travel and per diem under subchapter I of chapter 57 of title 5. The Commission must not use unpaid volunteers, including unpaid members. The Commission can make rules, and its starting rules are the Commission on Civil Rights’ rules in effect on September 30, 1994, unless changed. All Federal agencies must fully cooperate with the Commission.
