The Secretary of Health and Human Services must, within 60 days after December 29, 2022, stop NIH intramural researchers from taking part in foreign talent recruitment programs. NIH can allow approved international conferences or exchanges, but must train those participants on how to handle approaches from people linked to such programs. HHS must also require disclosure of any participation and copies of related grants, contracts, agreements, and supporting documents for federal extramural biomedical research funding through HHS. Policies must, as practicable, follow subtitle D of title VI of division B of Public Law 117–167 (42 U.S.C. 19231 et seq.). "Secretary" = Secretary of Health and Human Services.
