Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER II — GENERAL POWERS AND DUTIES › Part B — Federal-State Cooperation › § 245
The Secretary of Health and Human Services, through the CDC Director and working with other offices, must give competitive grants or contracts to public or private groups to run a national, science-based vaccine awareness campaign. The campaign must explain vaccine safety and effectiveness, fight misinformation, and try to raise vaccination rates for all ages, especially in communities with low vaccination. It must use media and in-person outreach, make culturally and language-appropriate materials, share information with public health departments and health care providers (including prenatal and pediatric care), coordinate with other government efforts, and measure what works. The Secretary must consult medical and public health experts, including the National Academy of Medicine and relevant associations and nonprofits, when planning and evaluating the campaign. The Secretary must set benchmarks and metrics, do qualitative reviews, and send an evaluation to the Committee on Health, Education, Labor, and Pensions of the Senate and the Committee on Energy and Commerce of the House of Representatives. Money for this must add to, not replace, other public funds. Up to $15,000,000 is authorized for each of fiscal years 2021 through 2025.
