Allows $30,000,000 for fiscal year 1994 and whatever money is needed for fiscal years 1995 through 2003 to run the programs in this part, except section 280e–3a. For any of those years, the Secretary can use no more than 25% for section 280e–1, no more than 10% to check the accuracy, completeness, and quality of collected data, and no more than 10% for section 280e–2. When the study required by section 280e–3 is being done, the Secretary must spend at least $1,000,000 from the National Cancer Institute funds under subpart 1 of part C of subchapter III on that study.
