Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER III — NATIONAL RESEARCH INSTITUTES › Part B — General Provisions Respecting National Research Institutes › § 284h
The Director of NIH must set up and run a Pediatric Research Initiative inside the NIH Director’s office. The Initiative must fund more research on children’s diseases and conditions, boost teamwork among NIH institutes, and work with the Food and Drug Administration to increase pediatric clinical trials and improve drug information for kids. The Director must ask for input from the Eunice Kennedy Shriver National Institute of Child Health and Human Development, other research institutes, the Health Resources and Services Administration, and other advisors as needed. The Director has wide choice in how to divide the funds across institutes, grant types, and between basic and clinical studies, so long as the money supports child health. The Director must watch over new funds and report each year to Congress and the public on how much was spent on pediatric research across NIH and what awards were made through the Initiative. The Initiative must support a National Pediatric Research Network made up of pediatric research consortia or other NIH-recognized pediatric centers. The Director will give grants or contracts to nonprofit groups to run consortia that do basic, clinical, behavioral, or translational research and train pediatric researchers. Each funded consortium must be a group of cooperating institutions led by one or more lead institutions, agree to share results quickly with other consortia, NIH, FDA, and relevant agencies, and follow NIH rules. Funds must add to, not replace, other support. Awards can last up to 5 years and may be extended. The Director will coordinate consortia, require regular reports, allow consortia to help the CDC with registries if asked, make sure some awards focus on pediatric rare diseases or birth defects and run multisite clinical trials, and may move Initiative money to other NIH institutes to carry out these goals.
