The Director must run a fast, clear information and education program that gathers, studies, and shares cancer facts with patients, families, doctors, health workers, and the public. The program must teach people how to lower cancer risk, spot cancer early, and handle treatment and long-term survival. It must give up-to-date treatment info to doctors and list clinical trials that could help patients. The Director must check how well modern cancer treatments are being used and include those findings in the required two-year report. The Director must keep and operate an International Cancer Research Data Bank to collect and share research results from around the world. When possible, the Director must use public information systems to spread results. Under the National Cancer Program, the Director must also make or distribute special biological or therapeutic materials and set safety standards for them. The Director must support foreign and joint research and training, fund education and lab/clinical training, and encourage industry research. The Director may hire up to 151 expert consultants. The Director may build, fix, or lease labs and other facilities, make grants for construction, and lease buildings in the District of Columbia area for up to ten years. The Director may form advisory committees and make contracts, grants, and cooperative agreements needed to do the work. The Director must send an annual budget for the National Cancer Program directly to the President for review and transmission to Congress after the Secretary, the NIH Director, and the advisory council have had a chance to comment without changing it. The Director must also expand and coordinate research on preclinical models to test likely treatments for pediatric cancer and work with other NIH institutes and agencies on related efforts.
