Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER III — NATIONAL RESEARCH INSTITUTES › Part C — Specific Provisions Respecting National Research Institutes › subpart 2 — national heart, lung, and blood institute › § 285b–4
The Director of the Institute may set up centers for research, training, and demonstrations on heart and blood vessel diseases (ten centers), lung diseases (ten centers, including bronchitis, emphysema, asthma, cystic fibrosis, and other children’s lung diseases), and blood diseases and blood resource management (ten centers). The Director must set up ten centers for sickle cell anemia and three centers for childhood heart and blood vessel problems (covering things like genetic and developmental studies, arrhythmias, and preventive cardiology). These centers must also run prevention programs to find people at high risk, reduce the causes of risk, train health and allied health workers, improve emergency care, and provide continuing education for professionals and public information about early diagnosis, treatment, and keeping people healthy. A center’s work may cover one or more of the listed diseases. The Institute may give grants or cooperative agreements to public or private nonprofit organizations to help plan, start, strengthen, and run these centers. Grants must follow NIH policies and be made after consulting the Institute’s advisory council. Federal money can pay for construction, staffing and operating costs (including patient care needed for research), training, and demonstration projects. Construction does not include buying land. Training does not include research training that could be funded by Ruth L. Kirschstein National Research Service Awards under section 288. Support may last up to five years and can be extended in five-year increments if a peer review group recommends it.
