Allows money for carrying out this part to be spent in Washington, D.C., for day-to-day needs. That includes paying staff, stenographic and translation services, travel (including attending meetings when the Secretary allows), rent, supplies and equipment, medical and reference books and periodicals, cars (buying, running, and fixing), printing and binding, and other needed expenses. Money from this part cannot be used to build facilities or buy land unless this part explicitly allows it and the appropriation law says the funds are available for that purpose. Any grants or contracts to build facilities must be awarded through a competitive process.
