Payments for grants under sections 286b–3, 286b–4, 286b–5, 286b–6, and 286b–7 can be paid ahead of time or as reimbursement. The Secretary will set rules about installments and payment methods after talking with the Board. Grant recipients must keep records the Secretary requires that show how much they received, how the money was spent, the total project cost, and other money used for the project so audits can be done. The Secretary and the Comptroller General, or their authorized representatives, may inspect any books, papers, or records related to these grants for audit and review.
