Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER III–A — SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION › Part B — Centers and Programs › subpart 2 — center for substance abuse prevention › § 290bb–22
The Secretary must work on the top regional and national substance use disorder prevention needs. To do that, the Secretary will fund or run projects that build and test prevention knowledge, provide training and technical help, and set up targeted response programs (including ones for new drug problems). The Secretary can do this directly or give grants, contracts, or cooperative agreements to States, tribes, health facilities, Indian Health Service programs, and other public or nonprofit groups. The Secretary decides the national and regional priorities after talking with States and other groups and must meet with them at least once a year. When choosing priorities, the Secretary should favor proven, research-based prevention methods, help put prevention into primary health care, and focus on high-risk groups. Recipients must follow application and reporting rules, and awards can last no more than 5 years. The Secretary may require non-Federal matching funds or that recipients keep their prior level of non-Federal spending. The Secretary must evaluate projects, share the results widely, run public and professional education programs, link findings to State agencies, and has $218,219,000 authorized for each year 2023–2027.
